Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seeks a strategic and effective Associate Director, Legislative Affairs. This job reports to the National Director, Legislative Affairs in the Government Relations Department of PPFA.

Purpose : The Associate Director, Legislative Affairs will lead the advancement of select policy positions and legislative issues prioritized by Planned Parenthood Federation of America before the U.S. Congress. The role requires a proactive, detail oriented leader with a proven record of developing and implementing legislative strategies and tactics that will advance PPFA’s goals of increasing access to reproductive health care for women, men and young people by maintaining contact with key staffers and members of Congress. Serves as a resource for PPFA affiliates and internal staff by providing information and support on federal legislation and policy.

Delivery : ●      In collaboration with the National Director of Legislative Affairs, formulate and implement legislative strategy to carry out PPFA’s goals regarding reproductive health policies and programs so members of Congress and the Administration are informed and aware of PPFA’s positions on issues. ●      Responsible for executing lobbying and campaign strategies on a select legislative priorities, including health finance and federal appropriations, in order to increase the visibility and influence of PPFA among Members of Congress, Congressional staff and other federal policy makers and thought leaders. ●      Conduct and coordinate analysis of legislative issues. ●      Serve as a project manager for signature annual events sponsored by PPFA to engage congressional offices related to sexual and reproductive health and rights by collaborating with internal departments, affiliates and coalition partners. ●      Prepare educational materials for Congressional staff such as of Dear Colleague letters, legislation and amendments, fact sheets, and talking points. ●      Ongoing analysis, strong understanding and application of House and Senate procedural rules to inform legislative strategies. ●      Supervising legislative coordinator responsible for the monitoring of legislative development and activities in Congress, voting records, internal systems and annual federal filings. ●      Provide PPFA affiliates and staff with the latest information regarding legislative activity and coordinate efforts to mobilize activities in support of PPFA policy positions. ●      Communicates, coordinates, and strategizes with coalition partners, represents PPFA and PPFA’s positions in coalition meetings and works to develop consensus on issues in order to be most effective in lobbying activities. ●      Public presentations and speaking opportunities to key internal and external audiences on PPFA’s lobbying strategy and outcomes. ●      Prepare detailed Congressional target lists to identify members of Congress who need additional information, lobbying, and grassroots activities. Track members position on domestic policy issues and monitor movement. ●      Lead collaborative federal issue campaigns in coordination  with other PPFA departments to mobilize grassroots activities, develop messages and achieve desired goals. ●      As needed, represents Planned Parenthood Action Fund interests before Members of Congress. ●      Completes special projects as assigned and required.

Engagement: ●      Team player with strong interpersonal skills. ●      Ability to work well with senior staff in a professional and congenial manner. ●      Effective communication skills-the ability to build trust and credibility with internal and external partners. ●      Detail oriented, ability to handle multiple tasks and balance several priorities in a fast-paced environment. ●      Critical thinking and proactive problem solving skills. ●      Knowledge of diverse groups, experience working with a multicultural workforce/ setting, and sensitivity and appreciation to cultural difference is essential.   Knowledge, Skills and Abilities (KSAs): ●      7 - 10 years of related, progressively responsible work experience and previous experience working on domestic health care policy. ●      Existing and meaningful network of relationships on Capitol Hill and reproductive health community a plus. ●      Working knowledge of federal legislative process, legislative drafting, strong analytical and problem-solving skills. ●      Passion for health care and PPFA’s mission ●      Impeccable verbal and written communication skills ●      Proven ability to work independently and collaboratively ●      Bachelor’s degree is preferred.   TRAVEL : 0 - 10%

Starting salary: $104K

Final offers for this job will be based on capabilities and will be made within the parameters of the PPFA compensation program. Total offer package to include generous vacation + sick leave + paid holidays, individual/family provided medical, dental and vision benefits effective day 1, life insurance, short/long term disability, paid family leave and 401k.
